Abstract: This record group contains meeting minutes, correspondence and reports of the Hadassah Council in Israel (originally the Hadassah Emergency Services and the Hadassah Council in Palestine), the Hadassah Youth Services (originally the Palestine Council of Hadassah) and the Hadassah Youth Services (HYS) successor organizations, Hadassah Vocational Education Services (HVES) and Hadassah Israel Education Services (HIES). The records represent the activities of Hadassah's representatives in Palestine/Israel, from 1927 to the 1990s. The Hadassah Youth Services focused on providing services to underserved youth in Palestine/Israel, most notably with their school luncheon and Guggenheimer playground programs. After HYS changed its working name to HVES in 1952, it began to focus on vocational education projects in Israel. Legally, however, the name of the organization in Israel remained Hadassah Youth Services. The Hadassah Council in Israel acted as an advisor and liaison between Hadassah's American offices and Hadassah's Israel projects, including the Hadassah Medical Organization, Youth Aliyah, and Hadassah Youth Services.

The Hadassah Emergency Committee (HEC) was established in October 1940. After World War II, it was renamed the Hadassah Council in Palestine. Once Israel was established as a State, the organization changed its name to the Hadassah Council in Israel (HCI). See Subgroup I for the history of the HCI.

The Palestine Council of Hadassah (PCH) was formed in 1930. In 1945, PCH changed its name to the Hadassah Youth Services (HYS). In 1948, Hadassah Youth Services merged with the Louis D. Brandeis Vocational Center Management Committee. For a brief period, this organization was called the Hadassah Brandeis Youth Services, but soon reverted back to HYS. For a more detailed history of this organization, see the historical note in Subgroup II.

After the devolution of the Hadassah Youth Services' school luncheon and playgrounds programs in Israel, it changed its name again to the Hadassah Vocational Education Services (HVES) in 1952. Some of HVES programs included the Hadassah Seligsberg-Brandeis Comprehensive High School, Hadassah Community College, and Hadassah Career Counseling Institute. After a visit from New York University professor Martin Hamburger in 1967, HVES was renamed to Hadassah Israel Education Services (HIES) because it was no longer solely providing vocational services to youth. Legally, however, HVES/HIES remained Hadassah Youth Services. In 2001, the HIES was dissolved by Hadassah. A thorough history of HVES/HIES is found in Subgroup III.

Scope and Content Note

This record group mostly contains the records of two distinct Hadassah affiliated organizations in Palestine/Israel, the Palestine Council of Hadassah (later renamed the Hadassah Youth Services in 1945, and then changed again to the Hadassah Vocational Education Services in 1952, and again to the Hadassah Israel Education Services in 1967) and the Hadassah Emergency Committee (later the Hadassah Council of Palestine in 1945 and Hadassah Council of Israel in 1948).

About half of the record group consists of meeting minutes, correspondence, budgets and other financial documents, and reports of the meetings and activities of Hadassah's representatives in Israel. The record group closely documents Hadassah members' work in a number of social welfare activities in Israel, including the building of playgrounds, providing clothing and food to the poor, providing education on healthy eating, providing assistance to the Rothschild Hadassah University Hospital, and coordinating with the two other large Hadassah projects in Israel, Youth Aliyah and the Hadassah Medical Organization. Most of the work of the two organizations is represented through correspondence with the organizations' leaders, including Ethel Agron, Judah Magnes, Henrietta Szold, Myriam (Granovsky) Granott, Rose Viteles, Julia Dushkin, Sarah Bavly, Rose Halprin, Fanny Yassky, Tamar De Sola Pool, and others. The majority of this material can be found in Subgroup I and Subgroup II.

Subgroup III focuses on the work of the Hadassah Vocational Education Services, later the Hadassah Israel Education Services. It contains biographical materials, clippings, correspondence, memoranda, minutes (complete and excerpted), reports, and speeches resulting from the activities of Hadassah's educational projects in Palestine/Israel and of the committees in the United States and Palestine/Israel administering these projects. Records include those created and received by Hadassah leaders in the U.S., primarily chairwomen of education committees, i.e., the Vocational Education Committee, later the Hadassah Israel Education Services (HIES) Committee. Other frequent correspondents include Hadassah National Presidents, Treasurers, and Hadassah representatives in Palestine/Israel, primarily the Education Chair of the Hadassah Council in Israel (HCI). The earliest records stem from the planning of Hadassah educational projects in Palestine in the early 1940s until the devolution or discontinuation of these projects, including the Hadassah-Seligsberg Comprehensive High School, Hadassah Institute of Hotel Management, Hadassah Career Counseling Institute, and the Hadassah Community College.

Processing Information

From 2003-2009, the record group was processed and addenda were added by Susan Woodland and Jeanne Swadosh. In 2014, under a new agreement between Hadassah and AJHS, the Hadassah Archives were placed on long-term deposit at AJHS.

RG 5 (formerly known as Hadassah in Israel) was made up of the records of the Hadassah Emergency Services, Hadassah Council in Palestine, Hadassah Council in Israel, Palestine Council of Hadassah, and Hadassah Youth Services. The RG was broken down into seven series:

Series I: Palestine Council of Hadassah (1927-1951)
Series Ia. Hadassah Youth Services (1945-1949)
Series II: Hadassah Council in Palestine (1944-1948)
Series III: Hadassah Council in Israel (1948-1991)
Series IV: Hadassah Emergency Committee (1940-1945, n.d.)
Series V: Programs and Activities (n.d., 1926-1974)
Series VI: People (1956-2003)

In August 2015, the collection was reprocessed and intellectually rearranged from seven series into two subgroups to create a clear separation between the two organizations represented in this record group. Series I and Ia were combined to create Subgroup II. Series II, III, and IV were combined to create Subgroup I. Materials initially arranged under the series "Activities" and "People" were intellectually arranged into the appropriate subgroup according to provenance of the materials. At that point, the collection was renamed to the Hadassah Youth Services and Hadassah Council in Israel Records in the Hadassah Archives. In addition, 0.5 linear feet of new material was processed and incorporated into the arrangement.

RG 6 (formerly Hadassah Education in Israel) contains the records of the Hadassah Vocational Education Services (HVES), later the Hadassah Israel Education Services (HIES). After research and a survey of the collection, archivists determined that the Hadassah Youth Services (the organization documented in Subgroup I in RG 5) changed its name to Hadassah Vocational Education Services to better represent its work in Israel. Since RG 5 and RG 6 shared an institutional history, as well as an overlap of materials, RG 6 was incorporated into RG 5 and then reprocessed and described as Subgroup III. Subseries in Series I and Sub-subseries in Series II and III were disbanded and subseries and sub-subseries headings were added to folder titles.

Description from the previous finding aids was reused and incorporated into the 2015 finding aid as much as possible, particularly collection-level description. Some series and subseries description was added and collection-level notes pertaining to acquisition, processing, access and use, and related material were added as well.

Overall, the boxes were consolidated to save space and reduce damage to the material. Boxes and folder numbers were renumbered to create uniform numbering across the entire record group. Some boxes were replaced and nonarchival folders were also replaced. Plastic clips and deteriorating plastic sleeves were removed. In general, folder titles were not rewritten, and reflect the original arrangement and description of the record group.

Subgroup I: Hadassah Emergency Services/Hadassah Council in Palestine/Hadassah Council in Israel, 1940-2005

Arrangement:

This subgroup is arranged by the name of the organization at the time of the materials' creation. Materials are arranged alphabetically within each section.

Scope and Content:

This subgroup contains the records the Hadassah Emergency Services/Hadassah Council in Palestine/Hadassah Council in Israel.

The Hadassah Emergency Committee records date from 1940 until the name changed in 1945. The records are mostly made up of meeting minutes and correspondence with Judah Magnes, the chairwoman of HEC, Hadassah Medical Organization (HMO) doctors Haim Yassky and A.L. Hart, Henrietta Szold, Rose Halprin, and Tamar de Sola Pool, and other committee members. The HEC provided and raised funds for the Rothschild Hadassah University Hospital and the Palestine Council of Hadassah and advised the HMO. They also established a pharmaceutical lab with Hebrew University to promote the production of drugs in Palestine. It also sponsored emergency feeding programs to refugees during World War II.

This subgroup also contains the records of the Hadassah Council in Palestine, from 1945 until it changed its name in 1948. It mostly consists of meeting minutes and correspondence and other materials related to Judah Magnes' work for the HCP. The subgroup also holds materials related to Hadassah's disassociation with Magnes' binationalism in Palestine. It also includes minutes of the HMO emergency and administrative committees with the Hadassah commission. HCP sponsored the HMO, Hadassah Youth Services, the Brandeis Vocational Center, Youth Aliyah, and the Henrietta Szold Reception Center. HCP was a coordinating committee, therefore meeting minutes focus on reports from all members of committees, reporting on their current and prospective projects or portfolios.

Finally the subgroup documents the Hadassah Council in Israel, reflecting Hadassah's activities in Israel from 1948 to 1991. Although HCP changed its name to HCI, it continued its work as a liaison and advising body to the Hadassah Medical Organization, the Hadassah Israel Education Services, Jewish National Fund, the Brandeis Vocational Center, Youth Aliyah, the tourist committee, public relations committee, youth villages, the women's auxiliary of the Rothschild Hadassah University Hospitals (Ya'al), and Hadassah Youth Services and its projects, which is documented in the meeting minutes. The correspondence is mostly with the chairwoman of HCI, Ethel Agron, and the chairs of committees in the HCI, often with the Hadassah in America leadership. HCI was most active in the 1950s, but still operated until the early 2000s, sometimes under the name Hadassah-Israel, which functioned more as a group of local Hadassah chapters. The subgroup also documents some of the work of later HCI chairwomen, including Ora Goitein, Esther Reifenberg, and Vera Tsur.

Historical Note

The Hadassah Emergency Committee (HEC) was established in October 1940 by former Hadassah president Rose Jacobs during World War II to deal with the emergencies that might arise in the event that Palestine was cut off from America. For the first and only time, the national board turned over decision-making ability in the event that a decision was needed more quickly than could be effected by the leadership in New York. Dr. Judah Magnes, the president of Hebrew University, served as chairwoman of the committee. Other committee members included Hadassah founder Henrietta Szold, Pinchus Rutenberg, chairwoman of the General Jewish Council of Palestine, and Julius Simon, president of the Palestine Economic Corporation. The Hadassah Emergency Committee was responsible directly to the Hadassah board and supervised the activities of the Hadassah Youth Services (later Vocational Services) committee. Other members of the committee included Dr. Haim Yassky and Dr. Sarah (Bromberg) Bavly of the HMO, and the then chairwoman of the Palestine Council of Hadassah, Ethel Agron, which dealt with non-medical projects in Palestine. Rose Viteles, then chairwoman of the Recreations Committee, later joined the HEC, when she was asked to set up a committee for "vocational education" which led to the Alice Seligsberg Vocational High School in Jerusalem.

During World War II, HEC operated as a coordinating committee of the medical and non-medical projects of Hadassah in Israel. However, in the absence of an advisory committee, HEC advised the HMO in emergency war measures, finances, and policy until 1950, when the HMO Israel Committee was formed.

After World War II, the HEC became a permanent Hadassah body and changed its name to the Hadassah Council in Palestine on May 29, 1945. With the establishment of the State of Israel in 1948, the council's name was changed to the Hadassah Council in Israel. During the 1948 Arab-Israeli War, HCI provided emergency services in Israel, including the evacuation of supplies, personnel, and patients from Mount Scopus. Judah Magnes was chairwomen until April 15, 1948 when Agron became chairwoman of the council until 1953. Other chairwomen in the 1950s included Julia Dushkin and Myriam Granott. Over time, HCI expanded by the addition of liaisons with Youth Aliyah, the Tourist Committee, and the Publicity Committee. In 1996, HCI was dissolved and absorbed into Hadassah-Israel.

The Hadassah Council in Israel also worked with the Child and Youth Welfare Organization (Lemaan Hayeled Vehanoar), which coordinated the many youth-related Hadassah projects, in Israel, (including the School Luncheon Program and the Guggenheimer Playgrounds). Founded by Henrietta Szold, the Child and Youth Welfare organization established an association of educational institutions, which included Ben Shemen Youth Village, Meir Shfeya Children's Village, Kfar Hanoar Hadati (Religious Youth Village), Working Boys' Village (Kfar Avodah Lenaarim), Magdiel Agricultural School, Ahava Youth and Children's home, and the Ludwig Tietz Trade School.

Subgroup II: Palestine Council of Hadassah/Hadassah Youth Services, 1927-1971

This subgroup is arranged by the name of the organization at the time of the materials' creation. Materials are arranged alphabetically within each section.

Scope and Content:

This subgroup documents the Palestine Council of Hadassah (PCH) and its successor organization, the Hadassah Youth Services (HYS), from the 1920s to 1950. Materials in this subgroup include meeting minutes, reports, excerpts from the Hadassah News, correspondence between members of the council and the national board of Hadassah, financial documentation, and budgets. The majority of the correspondence is with its first chairwoman and later treasurer Ethel Agron, its secretary Esther Finebloom, chairwomen Myriam Granott and Rose Viteles, and Sari Berger, who ran the school luncheon program. The materials focus on the activities of the council, mostly on the school luncheon program, which worked to feed and educate the poor on healthy eating, and the Guggenheimer playgrounds project, which built playgrounds in urban communities. Over time, the playgrounds committee expanded its program to additional rural playgrounds, school clubs, camps, youth hostels, and training courses for playground leaders at the Teachers Seminary of Jerusalem. The school luncheons program also expanded; they taught cooking classes; trained nurses, social workers, ATS hospital dieticians, housewives, young girls, and orderlies; and opened a Nutrition Institute. Other projects PCH worked on included the women's auxiliary for the Hadassah Rothschild Hospital, the Moazat Irgune Nashim, which promoted the enlistment of women and helped their transition after service, the clothing distribution committee, food distribution, the tourism committee, and their fundraisers. The records also report on developments in the HMO, Youth Aliyah, and the Jewish National Fund to provide inside information to the Hadassah board. They also provided food to refugees in displacement or internment camps, including the Jews interned in Cyprus in the late 1940s. PCH worked with Histadruth Nashim Zionioth (WIZO), the Mizrachi Women's Organization, the Moazath Hapoeloth (Working Women's Council), and the Women's Equal Rights League.

This subgroup also documents the transfer or devolution of these projects to the State of Israel. By the 1950s, HYS became primarily devoted to managing Hadassah's educational projects in Israel. Additionally, this subgroup contains information on the HYS's merger with the Louis D. Brandeis Vocational Center Management Committee to form Hadassah Brandeis Youth Services in 1948.

Historical Note

Organized in March 1930, the Palestine Council of Hadassah (PCH) was generally comprised of American women living in Palestine who had been previously affiliated with Hadassah. They served as the representatives of the national board in Palestine/Israel and organized and participated in Hadassah-run projects in Palestine/Israel. The council was originally established to serve as a liaison with the national board of Hadassah in New York and centralize Hadassah's projects in Palestine except for the Hadassah Medical Organization (HMO). PCH took over three projects, the School Luncheon Program, the Clothing Distribution Committee, and the Guggenheimer Playground Project.

In 1923, Henrietta Szold launched the School Luncheon Program to provide additional food for undernourished children in the Old City of Jerusalem, and it eventually expanded into a countrywide project with a comprehensive social and educational program. The program was begun using $50 that Dr. Maurice I Harris of Temple Israel collected from his Sunday school children as a bon voyage gift for his departure to Palestine. In the 1940s the social service department of the Jewish National Council stepped in with funds received from the government and from the Jewish Emergency Tax to expand the school luncheon program. Hadassah turned the program into an educational project with the establishment of school kitchens in which children learned cooking and nutrition. The school luncheon committee invited HMO's dietician to serve on the committee and to ensure the nutritional quality of the program's menus. Hadassah transferred administration of the school luncheons program to the State of Israel in 1950.

Dr. Sarah Bavly (Bromberg), director of Hadassah's School Luncheons program, also established a nutritional research institute with Hadassah's financial support. The Institute of Nutrition Education opened April 4, 1950 with Dr. Bavly as its director. Staff, including former School Luncheons teachers and Hadassah Nutrition Department Staff, conducted research, provided training in food preparation, and produced educational publications and reports. In 1952, Hadassah transferred the Institute to the State of Israel.

Mrs. Bertha V. Guggenheimer established the Guggenheimer Playgrounds in 1925 after she visited Palestine and saw a great need for recreational and play facilities for the children there (Guggenheimer was encouraged by her niece, Irma Lindheim, who was president of Hadassah from 1926-1928, to undertake the project). The Hadassah council later took over this program and expanded it into a social and educational project. Playground leaders conducted various games and activities in the playgrounds, which were both recreational and cultural, such as book weeks, concerts and discussions.

The first playground was established in an empty lot in the Old City of Jerusalem, but it was soon relocated to a more suitable site on Zion Hill, which was rented for six years. In 1929, the second playground was established in Jerusalem on the grounds of the Alliance Boys School, which was given by the Paris Alliance authorities free of charge for five years. In 1930, a third playground opened but it closed because of lack of funds in 1932. All of the Guggenheimer playgrounds were located in the poorest areas, and the playgrounds were open to all children regardless of nationality, providing Jewish and Arab children a place where they could play together. The Hadassah Medical Organization conducted medical inspections of the children using the playground, barring children with communicable diseases. HMO officials also taught health and cleanliness to the children using the playground. On October 11, 1950, Hadassah transferred its Playgrounds and Recreations program to the Ministry of Education, although Hadassah periodically contributed funds to maintain and repair neglected recreational facilities.

With the guidance of the council, many villages established their own playgrounds at their own expense. The council's recreation program created school clubs, camps, youth hostels and training courses for the playground leaders.

The council's Clothing Distribution Committee collected clothes and linen in America and distributed it in Israel in hospitals, orphanages, old age homes and nurseries. The council had members who served on the Tourist Committee and who reported on the Jewish National Fund and Youth Aliyah, which were all included under Hadassah's scope of activities in Israel, as counterparts to the chairwomen of those projects on the national board in New York.

The council was also involved in distributing money that was collected in America for Hadassah's projects in Israel. Some of its members included Henrietta Szold, Lotta Levensohn, Ethel Agron (Agronsky), Rose Viteles, and non-Americans, such as Sari Berger and Myriam Granott (Granovsky).

In May 1945, the council was renamed Hadassah Youth Services (HYS). In 1948, Hadassah Youth Services merged with the Louis D. Brandeis Vocational Center Management Committee to form "Hadassah Brandeis Youth Services." This was soon truncated back to "Hadassah Youth Services." As the projects formerly associated with Hadassah Youth Services, chiefly the Recreations (encompassing playgrounds and summer camps) and School Luncheons programs, were devolved, or transferred, to the State of Israel, HYS became primarily devoted to managing Hadassah's educational projects in Israel. In 1953, Hadassah Youth Services was renamed Hadassah Vocational Education Services.

Scope and Content:

This subgroup documents the work of the Hadassah Vocational Education Services (HVES), later the Hadassah Israel Education Services (HIES), as well as the Louis D. Brandeis Vocational Management Committee and Youth Reference Board, from the beginnings of Hadassah’s work in vocational education in Israel in the late 1930s until 2007. Materials in this subgroup consist of meeting minutes from project committees, as well as from the Hadassah National Board and Executive Committee excerpts directly related to vocational projects in Israel. Other materials include correspondence, reports, clippings, publicity, speeches, personnel records, contracts, legal documents, budgets, financial allocations to projects, building reports, educational curriculum, and biographical files. The majority of the subgroup focuses on the HVES/HIES’s vocational education projects, especially the Hadassah-Seligsberg Comprehensive High School and the Hadassah Academic College. Their education projects focused on the training of students in home economics, medical sciences, communications, fashion and industrial design, and hospitality. The subgroup’s materials cover how HVES/HIES financed their projects and advocated for their projects’ needs, which included personnel, equipment, and facilities, to the National Board. The correspondence in the subgroup also demonstrates how interconnected HVES/HIES was with Hadassah Council in Israel (HCI). HCI operated as a coordinating committee between all projects in Israel, and allocated funding and other requests to different projects overseen by HVES/HIES.

Historical Note

Hadassah's involvement in the area of education grew out of its medical activities in Palestine. From its inception in Palestine in 1913, Hadassah's medical work exhibited an instructional component whereby health workers taught sound hygiene and nutritional practices in Hadassah facilities while staff traveled to underserved communities. Hadassah-funded programs such as School Luncheons and Recreations (which included playgrounds and camping), were designed as pedagogical opportunities as well as for more practical purposes of feeding under-nourished children and offering safe environments in which to play.

Following the death of past Hadassah National President Alice L. Seligsberg in 1940, Hadassah leadership in the United States discussed establishing a memorial in Jerusalem to the former social worker, envisioning a "Fellowship Center" reminiscent of a settlement house. However, Hadassah representatives in Palestine, the Hadassah Emergency Committee (HEC), led by Rabbi Judah L. Magnes and Henrietta Szold, requested permission to explore the possibility of an educational institution. Following extensive research and the consideration of several plans, Henrietta Szold's proposal for a trade school for girls was accepted.

In 1941, a vocational plan was proposed to the Va'ad Leumi, the Jewish National Council under the British Mandate, in which Hadassah would assist in the development of pre-vocational training for elementary age children and establish a trade school for older girls. The plan was accepted at the Hadassah convention the same year and it was decided to situate the project in Hadassah's Rothschild Hospital Compound in Jerusalem, which had ceased being used for medical activities since the completion of the Rothschild-Hadassah University Hospital on Mount Scopus in 1939. The Alice L. Seligsberg Trade School for Girls opened in 1942 on the same premises as the already established Judge Julian W. Mack Workshops and School. At the suggestion of then-Hadassah National President Tamar de Sola Pool, the compound became known as the "Louis D. Brandeis Vocational Center" in recognition of a substantial gift from the family of United States Supreme Court Justice.

Justice Brandeis' daughter, Susan Brandeis, played an integral role in the establishment of Hadassah's education program. As a member of the New York Board of Regents, she assisted in setting up an American advisory committee for Hadassah's education projects in Palestine, while soliciting advice and materials on Hadassah's behalf. In 1949, this advisory committee was named the Youth Reference Board.

By June of 1942, the Brandeis Vocational Center (BVC) included the Mack Workshops, the Alice L. Seligsberg Trade School for Girls, and continuation courses for adolescents and mothers. The first of the Louis D. Brandeis Apprentice Workshops opened in 1944 with a precision mechanics workshop. This same year saw the opening of the Hadassah Vocational Guidance Bureau. The Apprentice School of Printing was founded in 1946. In 1949, the short-lived Hadassah Fashion Institute opened and the following year the Hotel Management Institute opened. Apart from the addition of courses for dental and laboratory assistants at the Seligsberg School in the 1950s, no new education projects were initiated until 1968 when Hadassah began planning a community college.

However, during the 1950s, Hadassah contributed funds and expertise to a project that provided vocational training to un-educated immigrant youth in temporary transit camps (ma'abarot) around Jerusalem and to the Kfar Vitkin-based Rural Vocation Center (later renamed Neurim) in partnership with Youth Aliyah. These programs were initially administered in Palestine by an entity known as the "Brandeis Vocational Center Management Committee." Chaired by Rose Viteles, the Management Committee consisted of men and women. In March of 1948, the members of Hadassah Youth Services (HYS), the Brandeis Vocational Center Management Committee, and the Hadassah Council in Palestine, voted to merge management of all non-medical Hadassah activities under the entity Hadassah Brandeis Youth Services. This name's currency lasted only several months and it became known simply as Hadassah Youth Services (HYS).

A Chair of Vocational Education in the United States, the first of whom was Julia Dushkin, represented the Brandeis Vocational Center's interests before the Hadassah National Board and led a National Vocational Education Committee comprised of Hadassah leaders in America. In 1951, Rose Viteles registered HYS with the government of Israel as a non-profit Ottoman Society to secure its recognition as a legal entity. HYS initially included three components: School Luncheons, Hadassah Guggenheimer Recreations and the Brandeis Vocational Center, comprised of the Hadassah Vocational Guidance Bureau, the Louis D. Brandeis Apprenticeship Department, the Alice L. Seligsberg Trade School for Girls, and Girls' Evening Courses (also referred to as continuation courses). In 1952, following the devolution, or administrative transfer, of School Luncheons and Recreations to governmental bodies Hadassah Youth Services became Hadassah Vocational Education Services (HVES). In December 1967, Hadassah Vocational Education Services was re-named Hadassah Israel Education Services (HIES) following a report by New York University Professor Martin Hamburger, who had visited Hadassah's Jerusalem-based education projects earlier in the year. However, the HIES designation only legally applied in the United States. The legal entity in Israel remained HYS, although HIES was used unofficially. In 2001, the National Board of Hadassah dissolved HIES as an entity in the United States as well.

The remaining Hadassah educational projects, the Hadassah College of Technology and the Hadassah Career Counseling Institute became separate, autonomous projects. In 2006, the Hadassah Career Counseling Institute was discontinued and Hadassah College of Technology became Hadassah College Jerusalem. HYS continued to be used in a legal sense pertaining to the amutah, or legal entity recognized by governmental authorities.

This series covers the administration of Hadassah's educational projects in Palestine/Israel. Records include those created and received by Hadassah leaders in the U.S., primarily chairwomen of education committees, i.e., the Vocational Education Committee, later the Hadassah Israel Education Services (HIES) Committee. Correspondents include Susan Brandeis, daughter of Louis D. Brandeis; Julia Dushkin, National Education Chair of the Hadassah National Board; Chair of Hadassah Emergency Committee in Palestine, Rabbi Judah L. Magnes; Henrietta Szold; and others. There is also correspondence with Hadassah National Presidents and/or Hadassah National Education Chairs in the United States with the Chair of the Hadassah Council in Israel (HCI) and the Chair of Hadassah Vocational Education Services (HVES). Topics addressed in the letters cover multiple education projects and include budgeting, policy decisions, negotiations with governmental authorities, allocation of scholarships, equipment and facilities requests, missions to Israel by Education Committee Chairs, and personnel matters.

In addition to the correspondence, this series is also composed of subject files on the Vocational Education Committee and later Hadassah Israel Education Services (HIES) Committee appointments, positions, functions, publicity, and property ownership, including the Rothschild Compound which situated Hadassah's first educational projects. Publicity is documented through press clippings, reports from Hadassah's public relations coordinators in Israel, a radio transcript, and speeches. This series also holds reports and minutes related to the administration of HVES/HIES. All minutes are complete unless indicated as excerpts in which case they are excerpts of the Hadassah National Board, Hadassah Executive Committee, or the Hadassah Council in Israel minutes. Minutes generated in the United States include the Hadassah Vocational Education Committee and its successor, the Hadassah Israel Education Services Committee (HIES), and the Vocational Education Section of the Youth Aliyah and Youth Services Committee. Minutes generated in Israel include the Management Committee of the Brandeis Center and its successor committees, the Hadassah Youth Services Management Committee, the Hadassah Vocational Education Services Management Committee, and the Hadassah Israel Education Services Committee.

It also contains financial, legal, and personnel records for Hadassah's overall educational program, spanning multiple projects. Types of materials include budget reports, correspondence, minutes, audit reports, registration related to the Hadassah Youth Services amutah or legal entity, and subject files covering aspects of employment including loans, pensions, pitzuim (severance pay), and salary.

Additionally, there are personnel records in this series including those regarding employees and consultants for Hadassah's overall education projects in an administrative capacity. It includes correspondence, minutes, reports, and transcripts of speeches by the American educator Shlomo Bardin, who was asked to be Hadassah's educational director in Palestine; Jehuda (or Yehuda) Eisner, the director of Hadassah Vocational Education Services in the 1950s; Leon A. Feldman, an American consultant sent by Hadassah to Jerusalem to administer Hadassah's education projects in 1977 following Helen Kittner's retirement; and Rudolf Solmsen, Executive Secretary of HYS.

Lastly, this series documents the Youth Reference Board (YRB), primarily through minutes and reports. YRB was formed in 1949 out of the National Vocational Education Advisory Committee. It functioned as an "advisory Board for Hadassah, providing guidance on Youth Aliyah and Vocational Education matters." The YRB was composed "of professional educators and specialists in youth work together with representatives of the Hadassah organization who are active in this area of Hadassah service." The series also contains a number of subject files on YRB members. The Youth Reference Board Series also holds correspondence to and from Dr. Judah J. Shapiro, chairwoman of the YRB from 1955 until October 1961. It also contains a file of biographical materials, minutes of meetings in which Dr. Shapiro participated or was discussed, and a transcript of a speech.

Scope and Content:

This series contains the Hadassah Vocational Education Services/Hadassah Israel Education Services (HVES/HIES) records on their most significant projects, the Hadassah-Seligsberg Comprehensive High School, the Brandeis Apprenticeship Department, the Hadassah Vocational Guidance Institute (later the Hadassah Career Counseling Institute), Judge Julian W. Mack School, the Fashion Institute, the Hadassah Institute of Hotel Management, the Ma'abaroth Project, and the Hadassah Community College (later known as the Hadassah Academic College) from 1939-2007. These projects focused on providing vocational education and counseling to underserved communities in Israel, such as Ethiopian and Soviet Jewry, on both the elementary and secondary levels. The majority of the records in this series are meeting minutes from committees in charge of these groups, meeting minute excerpts from HVES/HIES, Hadassah Council in Israel, and the National Board, reports, and correspondence, often relating to the operations and funding for the projects.

Subseries 1: Hadassah Seligsberg-Brandeis Comprehensive High School, 1941-1999

Scope and Content:

This subseries contains correspondence, meeting minutes, annual reports, teacher contracts, financial materials, student testimonials, publicity for the Hadassah-Seligsberg Comprehensive High School (originally the Alice L. Seligsberg High School), and other items related to the maintenance of the high school from 1941-1999. A significant amount of correspondence is with chairmembers of the Hadassah Council in Israel, which provided funding to the high school. Other correspondence in the series focuses on the devolution, or transfer, of the high school to the Israeli government, the naming of facilities, the finances for the school, and the acquisition of new equipment and facilities. Much of the series focuses on the building of the new school in East Talpiot and the needs for the expanding school. There are also many reports and correspondence from Dina Epstein, the principal, reporting to the National Hadassah Board and HVES/HIES on the activities of the school.

Historical Note

After social worker and former Hadassah National President Alice L. Seligsberg's death in August of 1940, Hadassah voted to memorialize her by establishing a school for girls in Jerusalem. Seligsberg's friend, Henrietta Szold, was concerned about the welfare—both economic and moral—of the predominantly young Jewish women she observed in Jerusalem's streets and devised a plan for an institution that would "educate young girls to be good citizens as professional workers in the fields of homemaking, sewing and office work." Inspired by neighborhood settlement houses in New York and the Hull House in Chicago, the school was originally envisaged as a "Fellowship Center." The four-year school opened in 1942 in Hadassah's Rothschild Compound as the "Alice L. Seligsberg Trade School for Girls." Under the direction of Helen Kittner, the Seligsberg School taught sewing, handcrafts, cooking, secretarial skills and bookkeeping in addition to a general high school curriculum to young women from Jerusalem. The student body later became co-educational. In the 1950s, the school expanded its offerings to include four-year programs for dental assistants (1955) and laboratory assistants (1956). The school also offered evening classes, which later formed the genesis of a community college. Until the opening of the college, the Seligsberg School was Hadassah's primary educational project in Israel both in terms of budgetary commitment and enrollment.

On March 20, 1969 the Alice L. Seligsberg School Supervisory Committee voted to combine the Brandeis Apprenticeship Department with the Seligsberg School in the wake of a pending Education Reform Bill, which called for six years of elementary education, three years of intermediate school, and three years of high school with the intention of integrating Sephardic youth into Israeli society. The decision created much dissension, resulted in the resignation of Dr. Edgar Freund, Director of the Apprenticeship Department, and sparked an intense debate between Hadassah and the Brandeis staff who contested merging the two schools. The first year as a merged school was the 1970/1971 school year. The re-named "Hadassah Seligsberg-Brandeis Comprehensive High School" opened on September 1, 1972 with 750 students. Rachel Sarfatti was the first acting principal, succeeded soon thereafter by Dina Epstein.

During the 1970s Hadassah and the Municipality of Jerusalem began discussing devolution, or administrative transfer, plans for the high school which would allow Hadassah to concentrate its funds and energy on its new two-year community college. The two parties collaborated on an agreement to transfer the Hadassah Seligsberg-Brandeis Comprehensive High School to the city, which would build a new facility by 1984. However, Israel experienced economic inflation and the school building could not be built as agreed. The National Board of Hadassah proposed in 1981 to gradually phase out the school as its energies and funds were focused on the college, which had opened in 1970. Community protest over the school's closing resulted in the government's agreement to erect a new facility and Hadassah's continued support of the institution. The Seligsberg-Brandeis Comprehensive High School facility in the Brandeis Vocational Center closed on March 1, 1988, and students began attending classes in a new building located in the fast-growing suburb of East Talpiot. That year, after over a decade of negotiations, the Hadassah Seligsberg-Brandeis Comprehensive School was formally signed over to the Municipality, although Hadassah continued to periodically fund projects related to the high school.

Subseries 2: Brandeis Apprenticeship Department, 1941-1973

Scope and Content:

This series holds correspondence and minutes related to the Brandeis Vocational Workshops, from 1941-1973. Correspondence and minutes mostly relate to requests for funding to HVES/HIES or the National Board, reports on student activities and the direction of the workshops, and graduation proceedings. The series best documents its printing and industrial electronics programs.

Historical Note

In 1944, the first of the Louis D. Brandeis Vocational Workshops opened in the Brandeis Vocational Center under the direction of Dr. Tunia Gladstein. The Fine Mechanics and Precision Instruments Workshop was joined two years later by the Apprenticeship School of Printing under the supervision of Henri Friedlaender. Dr. Edgar Freund became Director of the Apprenticeship Department in 1955 following the resignation of Dr. Gladstein. In addition to producing items such as microscopes and publications, students also received instruction in traditional academic disciplines. Boys from Jerusalem comprised the student body. Girls were first admitted during the 1966-1967 school year.

Although originally situated in the Brandeis Vocational Center, Hadassah constructed a second Brandeis facility on a plot of land in the industrial Jerusalem neighborhood of Romema in 1951. This facility housed the Brandeis Apprentice Workshops. The Brandeis Apprenticeship Department merged with Alice Seligsberg High School in 1970.

Subseries 3: Hadassah Vocational Guidance Institute, 1945-2006

Scope and Content:

This subseries is made up of meeting minutes, correspondence, reports, and financial documents of the Hadassah Vocational Guidance Bureau (later the Hadassah Career Counseling Institute) from 1945 until its closure in 2006. These materials document its primary goals of promoting awareness of vocational guidance; developing diagnostic tools and establishing procedures for their employment; training vocational guidance workers; and offering guidance at the individual and group level. The Bureau administered tests to elementary school students, Youth Aliyah wards, vocational and high school students, and discharged soldiers as well as to adults referred by social service agencies, healthcare professionals, and large employers. Staff traveled throughout the country conducting tests. The Bureau also undertook vocational studies and pioneered vocational testing for the disabled.

During the 1980s when many Ethiopian Jews immigrated to Israel, Hadassah authorized the Institute to hire anthropologist Chaim Rosen to author a series of reports on Ethiopian Jewish culture. Consequently, the subseries contains a number of reports by Rosen on Ethiopian communication patterns, family structure, and recommendations for native-born Israeli instructors, counselors, and social workers. It also provided services to Soviet Jewry and other members of the olim.

Historical Note

The Hadassah Vocational Guidance Bureau (HVGB) under the direction of Dr. Eliezer Erwin Arnstein was established at the Brandeis Vocational Center in March of 1944. Upon Dr. Arnstein's sudden death in 1959, his assistant Zeev Sardi assumed directorship. In 1966, HVGB's name was changed to "Hadassah Vocational Guidance Institute" (HVGI) because it was conducting and publishing educational research in addition to testing and counseling. It moved to Hadassah facilities located on Straus Street the following year. Dr. Yitzhak Garty became Acting Director of HVGI in 1985 following Sardi's retirement. HVGI became the Hadassah Career Counseling Institute (HCCI) in 2001. Hadassah discontinued it as a project in 2006 and the Institute consequently closed.

This subseries mostly holds correspondence and meeting minutes related to "prevocational training" of elementary-aged youth in transit camps in Jerusalem.

Historical Note

When Hadassah voted to establish a high school for girls in the Rothschild Compound, the experimental Judge Julian W. Mack Workshops and School (referred to as the "Mack Workshops") already occupied a third of the proposed premises on a rental basis. Director Deborah Kallen, sister of American philosopher Horace Kallen, had established the school for "underprivileged" Mizrachi youth in 1938 and relocated the institution to the Rothschild Compound the following year when it was vacated by the Hadassah Medical Organization. The Mack Workshops closed during the War of Independence. Kallen revived the Mack Workshops in 1955 with Hadassah's financial assistance in the form of a Youth Aliyah allocation. The new Mack Workshops were located in the Israel Goldstein Youth Village and catered to Mizrachi students from Jerusalem's transit camps.

Subseries 5: Fashion Institute, 1949-1950

This subseries contains a small amount of correspondence, mostly between Helen Kittner, Rose Viteles, and Miriam Freund, relating to the opening of the Fashion Institute. There are also some clippings publicizing the Fashion Institute.

Historical Note

The short-lived Fashion Institute (also referred to as the "Alice L. Seligsberg Fashion School" and the "Institute of Fashion and Design") opened in November 1949 with Helen Kittner as its director and Miriam Adler as its head. The Institute, located in the Rothschild Compound, was open to high school graduates. The first class graduated in March 1952. The Institute was scheduled to re-open in the Fall of 1952 in Tel Aviv as Israel's garment industry was centered there. However, this did not happen due to lack of funding. After its closure, fashion design was incorporated into the curriculum of the Alice L. Seligsberg High School.

Subseries 6: Hadassah Institute of Hotel Management, 1949-1961

This subseries holds correspondence, mostly from Sam Iseman, and meeting minutes related to the Hadassah Institute of Hotel Management. Located at the Ramat Aviv Hotel, the Institute served individuals already employed within the tourism industry, such as cleaning staff, bellhops, and food service staff, which is documented in these records.

Historical Note

The Hadassah Institute of Hotel Management (commonly referred to as the "Hotel Management School") opened in February of 1950, offering a 2 year program in bookkeeping, housekeeping, hotel management, and catering. Sam Iseman, Head of the School of Hotel Technology at the State University of New York Institute of Applied Arts and Sciences, served as consultant, advisor and chief instructor of the project in its first year. Funding was provided by the State of Israel's Department of Trade and Industry as well as by Hadassah.

On August 4, 1955, the Hadassah National Board voted to devolve the Hotel Institute to the government. The Ministry of Labor was to take over the administration and funding of the school in April of 1956, thus beginning the transfer. Hadassah was to discontinue funding in the fall of 1960. However, by 1961, it had closed permanently.

Subseries 7: Ma'abaroth Project, 1952-1960

This subseries documents the Ma'abaroth Project, which instructed youth of the Talpiot, Castel, Hartuv, and Bet Mazmil transit camps in prevocational training. The primary focus of this program was on immigrant youth who could not be easily integrated into traditional Israeli schools due to lack of primary schooling in their country of birth. This subseries documents their efforts in 1952-1960 through meeting minutes and correspondence.

Historical Note

During the 1950s, Hadassah engaged in an experimental program known as the "Ma'abaroth Project." In Hebrew a "ma'abara (pl. ma'abaraot)" is a temporary housing settlement or transit camp popularly applied to facilities created soon after statehood for Mizrachi Jews relocating to Israel. It was defined as a "project which was launched during the mass immigration into Israel to help underprivileged youth of 14–18 who did not fit into the educational program of the country." The project began as a partnership between the Hadassah Medical Organization, Hadassah Vocational Education Services (HVES), and Youth Aliyah under the direction of Dr. Yehuda Eisner. It was transferred to the State of Israel's Ministry of Labor in 1958.

Subseries 8: Hadassah Community College, 1967-2007

Scope and Content:

The Hadassah Community College subseries is the largest in the series, documenting the actitivies of the college from 1967-2007. The subseries contains reports, meeting minutes, correspondence, by-laws, agreements with contractors and personnel, financial and fundraising materials, building plans, publicity, and other documents. The majority of the correspondence focuses on curriculum, facilities, accreditation, the college's advisory committee, and information about their education departments. Departments documented include computer science, hotel management, medical sciences, design, communications, television and radio, broadcasting, computers, dentistry, optometry, photography, and electro-optics. The majority of the collection is made up of correspondence with Yaacov Amidi and Hadassah Israel Education Services National Chairs, Charlotte Jacobson, Bess Rothbaum, and Beatrice Feldman. Amidi made regular progress reports on the departments, discussing admissions, personnel and equipment needs, and any research that was happening at the College.

A significant amount of material is related to the recruitment and training of underserved students. Like the Hadassah Seligsberg-Brandeis Comprehensive High School, Hadassah Community College enrolled Arab students from East Jerusalem and offered evening courses for students employed full-time. The college attracted and encouraged enrollment of olim, or new immigrants. Specially-developed training and re-training activities were engaged to help Russian and Ethiopian immigrants.

Historical Note

Seligsberg High School Principal Helen Kittner proposed the establishment of an American-style community college to Hadassah in 1968 following the success of evening classes offered at the high school. The primary beneficiaries were to be adults who had completed military service. The college, she theorized, would help ameliorate the problem of post-high school education for those who were not going on to a four-year degree. Marvin Feldman of the Ford Foundation assisted Hadassah in developing a plan and then-Vocational Education Chair, Esther Gottesman, successfully presented it to Hadassah leadership. The Hadassah Community College opened next door to the Seligsberg High School in Jerusalem on November 8, 1970 as a two-year college, with Helen Kittner as its first director. It initially offered courses in medical records librarianship, computer technology, scientific photography, and electronics.

Shortly after Helen Kittner's retirement from Hadassah in 1977, Yaacov Amidi became director of the College and remained so until his retirement 1999 whereupon Nava Ben Zvi assumed the position of director. (Leon A. Feldman, a Hadassah consultant, served as interim director of the college in 1977). By 1980, courses expanded to include laboratory, dental, and x-ray technology. In 1982, the college began offering courses in printing technology. Also at this time, a broadcasting department was developed. Electro-Optics was added at the behest of the government in 1986. Similarly, a hotel management component was opened in 1991 at the instigation of the government and the hospitality industry, reintroducing an idea embodied by the Hadassah Hotel Management Institute. During the late 1990s, negotiations were held between Hebrew University and Hadassah regarding transfer of the School of Occupational Therapy to the College, but the transfer never occurred.

The college experienced a number of name changes in English (the Hebrew name remained Michlelet Hadassah). Originally named "Hadassah Community College" when it opened in 1970, it was successively re-named "Hadassah College of Technology" and "Hadassah Institute of Technology" before becoming "Hadassah College Jerusalem" in 2003. As of this writing (2015), it is called the Hadassah Academic College.
